  Effective 16 November 2026  impactimmigrationadvice.com

New Zealand is expanding its post-study work options for international graduates, with two significant changes taking effect on 16 November 2026. Immigration New Zealand (INZ) is introducing a brand-new Short-term Graduate Work Visa (STGWV) and extending eligibility for the existing Post Study Work Visa (PSWV) to cover graduates who hold a Level 7 graduate diploma alongside a bachelor's degree.

These changes represent a meaningful shift in how New Zealand supports graduate transitions into the workforce, and they open new doors for students who complete qualifications at a range of levels — including many popular programmes offered by private training establishments (PTEs) across the country.

At Impact Immigration Advice, we work closely with international students and their families to help them understand their Immigration options at every stage of their study journey. This blog post explains what is changing, who it affects, and highlights a selection of New Zealand qualifications

What Is Changing from 16 November 2026

1.  A New Visa: Short-term Graduate Work Visa (STGWV)

INZ is introducing a new Short-term Graduate Work Visa that provides six months of open work rights to eligible graduates who completed a qualification in New Zealand at NZQCF Level 5, 6, or 7 — but who do not qualify for the longer Post Study Work Visa.

This visa is designed as a bridge: it gives graduates time to search for employment and, where appropriate, transition to an Accredited Employer Work Visa (AEWV).

Visa Duration

6 months (open work rights — any employer, any role)

Qualification Level

NZQCF Level 5 to 7, studied full-time in New Zealand for at least 24 weeks

Excluded Courses

English language, foundation, and bridging qualifications are not eligible

Application Window

Must be lodged within 3 months of the student visa expiring

Funds Requirement

NZD $5,000 minimum funds must be available

Medical Requirements

Valid medical certificate and chest X-ray (depending on intended length of stay)

Work Type

Must be under an employment agreement or contract for services — business ownership is not permitted

Grant Limit

Only one STGWV can ever be granted — no extensions or second grants

Partner/Children

Cannot sponsor a partner for a work visa or children for a Dependent Child Student Visa (visitor visa may be possible)

2.  Extended Post Study Work Visa (PSWV) Eligibility

The Post Study Work Visa is being extended to include graduates who hold a NZQCF Level 7 graduate diploma — provided they also hold a bachelor's degree (completed anywhere in the world, with no time limit on when it was awarded).

New Eligibility

Completed a graduate diploma at NZQCF Level 7, studied full-time in New Zealand for the full duration

Additional Requirement

Must also hold a bachelor's degree (NZ or overseas — no International Qualification Assessment required)

Evidence Required

Bachelor's degree certificate + official academic transcript alongside the graduate diploma evidence

Work Conditions

Open work rights (any employer, any role) if a bachelor's degree is also held

Visa Duration

Duration of the graduate diploma study in New Zealand, up to a maximum of 1 year

Grant Limit

Only one PSWV is ever available — previous holders are not eligible for another

Partner/Children

Can sponsor partner and dependent children for visitor, work, or dependent child student visas

Cross-crediting Excluded

Cross-crediting or recognition of prior learning does not count — full enrolment for the full duration is required

!Important

Important: People who have previously held a Post Study Work Visa are not eligible for the Short-term Graduate Work Visa, and vice versa. Each visa can only be granted once in a lifetime.

Pathway Back to Study After the STGWV

Short-term Graduate Work Visa holders are not permanently locked out of further study. A holder can apply for a new student visa if their proposed study is:

  • at bachelor's degree level or higher on the NZQCF than the qualification their STGWV was based on, and

  • a qualification that would make them eligible for a Post Study Work Visa.

This means there is a genuine progression pathway for students who start at Level 5 or 6, obtain the STGWV to work for six months, and then wish to upskill further into a degree-level qualification.

Here are some Qualifications which have pathways

The following are examples of NZQA-approved qualifications offered by private training establishments in New Zealand that sit within the NZQCF Level 5 to 7 range. Graduates of these programmes may be eligible for either the Short-term Graduate Work Visa or — where a bachelor's degree is also held — the Post Study Work Visa. OR May have pathway to Residency .   Key Reminders Before You Apply

  • The STGWV and PSWV are each available only once. Think carefully about your pathway before applying.

  • Your course must have been studied full-time in New Zealand for the required duration. Cross-crediting or Recognition of Prior Learning does not count toward the PSWV's graduate diploma pathway.

  • For the PSWV graduate diploma pathway, your bachelor's degree can be from anywhere in the world — there is no International Qualification Assessment required, but INZ can check authenticity.

  • The STGWV does not allow business ownership. All work must be under an employment agreement or contract for services.

  • You must apply for the STGWV within 3 months of your student visa expiring.

  • English language, foundation, and bridging qualifications do not qualify for either visa — even if they are at Level 5 or above.

  • Previous PSWV holders cannot apply for the STGWV, even if they have subsequently completed a new qualification.
